54-Month Ban on Issuing Arms Licenses in J&K Lifted, Aadhaar Card Now Required as ID Proof

The Government of Jammu and Kashmir has revoked a 54-month-old ban on issuing fresh individual Arms Licenses in the region.

District Magistrates have been instructed to adhere to additional conditions in addition to following the provisions of the Arms Act, 1959 and Arms Rules, 2016.

Among the new conditions, the District Magistrates are required to obtain an Aadhaar Card as proof of identity when considering an application for an individual Arms License.

The District Magistrates are instructed to entertain only applications for licenses from residents of their district, and must obtain a report from the Police confirming the area of residence of the applicant.

District Magistrates must also obtain a report from the CID Wing of J&K Police regarding the character and antecedents of the applicant, in addition to the usual police verification, in order to ensure the suitability of granting the license in each individual case.

The District Magistrates must ensure that all services related to Arms Rules, including grant of license, renewal of license, and entry of Arms/ammunition are done through the NDAL/ALIS portal, and maintain physical records of all entries made on the portal.

The District Magistrates are also responsible for keeping track of licensees within their jurisdiction and ensuring that the area validity of the license is adhered to by the licensees.
