Jammu and Kashmir Government employees have been issued a final notice regarding the submission of their Annual Property Returns for the year 2022 on the Property Return System (PRS Portal). The circular was issued on 22.12.2022 and followed by a notification on 25.01.2023, notifying all employees to file their property returns between 1st of January, 2023 to 31st of January, 2023.

However, a large number of employees have failed to submit their property returns within the stipulated timeline, and others have registered themselves on the portal but not submitted their property returns. The failure/non-submission of the property returns by the Government employees invites punitive action under the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and Rules made thereunder.

The General Administration Department has now issued a last and final opportunity to the defaulting employees to submit their property returns. The submission of property returns shall be allowed through online mode on the PRS Portal, which is accessible on https://prs.jk.gov.in, from 28.02.2023 to 10.03.2023. After this period, no more opportunities shall be granted, and action shall be initiated against the defaulters.

It is essential for all employees who have registered themselves on the portal but not submitted their property returns and unregistered employees to submit their property returns during the above stipulated period. Failure to comply with this final notice will result in the denial of the vigilance clearance of defaulting employees, and they shall be guilty of committing criminal misconduct under the Prevention of Corruption Act and shall be punishable under the said Act.

The Jammu and Kashmir Government urges all its employees to comply with this final notice and submit their Annual Property Returns for the year 2022 before the deadline. All those employees who had registered themselves on the PRS Portal but not submitted their property returns shall submit the same, besides, the unregistered employees shall get themselves registered on the portal and subsequently submit their property returns, during the above stipulated period.

This final notice has been issued to ensure transparency and accountability among the Government employees and to maintain the integrity of the public service. The Government is committed to rooting out corruption and ensuring that all employees comply with the necessary regulations and procedures.

All Jammu and Kashmir Government employees to submit their Annual Property Returns for the year 2022 on the PRS Portal before the deadline. Failure to do so will result in punitive action and criminal misconduct under the Prevention of Corruption Act.
