Govt Announces Revised Dearness Allowance for Jammu and Kashmir Government Employees

In a recent development, the Government of Jammu and Kashmir’s Finance Department, Codes Division, has issued Government Order No: 232 -F of 2023, dated 12/12/2023, regarding the payment of Dearness Allowance (DA) to government employees.

This decision comes in reference to the General Administration Department’s UO No. CORD/113/2021-09, dated 11.12.2023.

Continuing from the earlier Government Order No 93-F of 2023, dated 04.05.2023, the revised rates of Dearness Allowance will be applicable to government employees operating in regular pay levels under the 7th Pay Commission recommendations.

The existing rate of DA per month, set at 42% of Basic Pay, will be revised to 46% of Basic Pay, effective from 01.07.2023.

The term ‘Basic Pay’ in the revised pay structure refers to the pay drawn in the prescribed level in the Pay matrix as per 7th Pay Commission recommendations, excluding any other types of pay like special pay.

Arrears resulting from the additional installment of Dearness Allowance from July 2023 to November 2023 will be credited in GPF accounts for employees appointed before 01.01.2010 and paid in cash for NPS employees. The revised Dearness Allowance will become part of the monthly salary starting from December 2023.

It’s important to note that any fraction of Dearness Allowance involving 50 paisa and above will be rounded to the next higher rupee, while fractions less than 50 paisa will be disregarded.

This decision has been communicated by Santosh D Vaidya, IAS, Principal Secretary to Government, Finance Department, on behalf of the Lieutenant Governor.

The order, No. FD-Code/269/2021-02, has been forwarded to various authorities, including the Advocate General, J&K High Court, and all Financial Commissioners (Additional Chief Secretaries).
